Extended timeline supports strategic alignment, foundational readiness and expense management
Clemson University is extending the shadow phase of its revenue-based budgeting (RBB) implementation to ensure a strong foundation for long-term success. The new timeline reflects the University’s commitment to making this adjustment strategically and intentionally by prioritizing thorough development over speed.
RBB is a strategic initiative designed to align incentives and accountability across colleges and divisions through active financial management and decision-making at the local level. By empowering academic and administrative units to directly connect resources with outcomes, RBB supports transparency, informed planning and the long-term goals of Clemson Elevate.
Currently in its shadow phase, the University is testing the RBB model in a nonbinding format by mirroring processes and collecting data to evaluate its impact without affecting actual budget allocations. This phase has provided valuable insights into operations and surfaced areas where additional groundwork is needed to support a smooth transition.
Clemson will extend the shadow phase to allow for further development in key areas, particularly expense management and baseline planning. This extension also provides more time to incorporate feedback from college and division leadership and build out critical resources and tools.
“We’re focused on doing this right, not just fast,” said Bob Jones, Executive Vice President for Academic Affairs and Provost. “Our goal is to ensure that every unit is equipped for success when we move to full implementation.”
The RBB team will continue monitoring progress and will share updates with the University community as the project continues.
