Five new policies in three categories were recently documented on the University Policies website.

Finance-Related Policies and Procedures
The following three policies and their related procedures in the category of finance apply to faculty, staff and students or student workers:
Travel Cash Advance Policy and Travel Cash Advance Procedures
This policy outlines the updated requirements for receiving and repaying cash advances for University travel since the launch of Concur, in accordance with South Carolina regulations and other University policies and procedures.
Credit and Debit Card Acceptance Policy
Monetary transactions with credit and debit cards are everyday business of the University, but these transactions require strong safeguards to be in place. This policy establishes the requirements and practices for the processing of credit/debit card payments, minimizes risk, protects cardholder data, and complies with the rules and regulations established by the state and federal agencies.
Bank Accounts Policy and Bank Accounts Procedures
This policy and procedures establish the authority and process for establishing and maintaining a Clemson University bank account in compliance with state law.
Custodial Care of Minors—Related Policy and Procedures
Youth Programs Policy and Youth Programs Manual
This policy establishes the requirements for Youth Programs and participating individuals undertaking custodial care of minors, supports compliance with University, state, and federal requirements regarding the custodial care of minors, and maintains the safety of minors participating in programs and activities that are affiliated with Clemson University.
A Youth Program is any program, activity, or planned event, regardless of where it is held, organized, sponsored, operated or supported by Clemson University that has one or more minor participant.

Transportation of Hazardous Materials Policy
The transportation of Hazardous Materials is sometimes required between Clemson University statewide facilities for research purposes as well as job functions. This policy establishes the requirements for the transport of hazardous materials, also known as hazmat, for University related business between the various university facilities. The policy adheres to state and federal regulations while promoting safe practices that serve to reduce liability risk to University personnel and the University community when transporting hazmat. The transportation of hazmat is regulated by the Department of Transportation (DOT), specifically under 49CFR.

Occupational and Environmental Safety within the Division of Finance and Operations operates the Hazmat Transport Service for the entire University across all 46 counties.
What is the Hazmat Transport Service?
Originally a pilot program initiated in spring 2023, the Hazmat Transport Service has proven to be a vital transportation service of hazardous materials for faculty, staff and students between its statewide facilities. Managed by Occupational and Environmental Safety, OES staff will assist with proper packaging and labeling for transport and use Clemson vehicles to pick up and deliver the hazardous materials for the requester.
How to Use the Hazmat Transport Service?
- Complete the Hazardous Material Pickup Request Form.
- Provide the name and email address of the person responsible for accepting the delivery in the Supplies Needed/Additional Information section at the end of the form.
- OES will email both you and the receiver with the date and estimated time of pickup and delivery. OES requests 3-days’ notice for proper lead time.
Note: OES Staff will never leave hazardous materials unattended. Always ensure the person receiving the delivery is aware of the delivery. If no one is available to receive the material, OES returns the material back to the sender and the process must start over.
