Beginning in January 2026, PEBA will transition to CVS Caremark as the State Health Plan’s pharmacy benefits manager. Previously, Express Scripts managed prescriptions for the State Health Plan.
“The new contract aims to address rising costs of prescriptions, while maintaining access for members,” PEBA states.
What This Means for Health Plan Subscribers
All Health Plan subscribers will receive a new prescription benefits ID card and welcome packet from CVS Caremark before the new year.
Plan subscribers and their dependents must use this new card starting on January 1, 2026, to ensure the new pharmacy benefits manager can process their claims correctly.
Action Required: Address Confirmation
Health plan subscribers must confirm their address on file with PEBA before Monday, September 15, 2025, to ensure they receive their new cards.
Subscribers should log in to MyBenefits to confirm their mailing address and make any necessary changes.
To update an address in MyBenefits, subscribers should log in to their account and select “Make a Change” at the bottom of the screen. Select “Contact Information” as the reason for the change. Make any necessary changes on the page and select “Next.” After confirming the changes on the Summary of Intent page, select “Apply” at the bottom of the page.
If address changes occur after September 15, 2025, Contact Benefits to update your information with PEBA.

PEBA has set up a dedicated pharmacy benefits manager (PBM) transition webpage to share information related to the transition. PEBA plans to update the FAQs throughout the implementation process. This website includes information like how to manage existing prescriptions and refills, specialty medications, and how to inform your pharmacy of this change.
Employees should direct questions regarding updating their address in MyBenefits to PEBA.
All other benefits-related questions should be submitted using the Contact Benefits form.
