On June 30, 2026, Governor Henry McMaster signed S.1043, the Civil Air Patrol Leave Act, into law.
The Civil Air Patrol Leave Act provides paid leave to eligible Civil Air Patrol members for specific circumstances related to their service.
The act, and subsequent available leave, is effective October 1, 2026.
Eligible employees can take:
- Up to 30 days of paid leave in a calendar year for emergency services operations.
- Up to ten days of paid leave in a calendar year for training and proficiency activities administered by the Civil Air Patrol, the United States Air Force, the Federal Emergency Management Agency (FEMA), or other approved emergency management-related organizations.
The Civil Air Patrol Leave Act requires all current faculty and staff to notify Clemson University of their active membership in the Civil Air Patrol no later than Oct. 31, 2026. This requirement applies to all employees, including those in temporary, temporary grant and time-limited positions.
Current members of the Civil Air Patrol should complete this Civil Air Patrol Membership Notification Form and return it to the Office of Human Resources using the “I have a leave question” form in ServiceNow no later than Oct. 31, 2026.
Employees who join the Civil Air Patrol after Oct. 31, 2026, or who begin employment at Clemson after this date, must complete and submit the form no later than 30 days from the date they join the Civil Air Patrol or join Clemson University.
