Open enrollment for optional retirement program underway through March 1 

The Optional Retirement Plan (ORP) open enrollment lasts between January 1 and March 1.

The annual open enrollment period for active participants in the State Optional Retirement Program (ORP) is currently underway through March 1, 2026. 

During this time, ORP participants may change their state ORP service provider or, if eligible, may elect to participate in the South Carolina Retirement System (SCRS).

Changing your ORP Provider

During open enrollment, employees may change between one of the four service providers

  • Corebridge Financial 
  • Empower 
  • TIAA 
  • Voya Financial 

Employees wishing to change service providers should log in to their Member Access account. Once logged in, select the option to change providers during the open enrollment period.

Electing to Participate in the South Carolina Retirement System (SCRS) 

Employees are eligible to change from the state ORP to SRCS if at any time during the open enrollment period (Jan. 1 – Mar. 1, 2026) it has been between one and five years since the date of their initial enrollment in State ORP (i.e., initial enrollment between January 1, 2021, and March 1, 2025).

To elect to participate in SCRS, complete section 1 of Form 1100 and submit it through the enrollment portal by March 1.

Enrollment in SCRS is irrevocable and cannot be changed.
