Insurance Open Enrollment Begins Next Week

Open Enrollment will kick off next week, on Wednesday, October 1, 2025.  

During Open Enrollment, eligible employees can enroll or make changes to their insurance coverage to take effect January 1, 2026. If changes are not made by the deadline (October 31, at 11:59 p.m.), employees cannot make changes until the next open enrollment period unless they have a qualifying life event during the year. 

Employees satisfied with their current elections, as reflected in PEBA MyBenefits, do not need to take any steps to continue their coverage in 2026 unless they wish to re-enroll in Money Plus flexible spending accounts. MoneyPlus participants must re-enroll each year to continue coverage.  

2026 Highlights 

Health insurance premiums for active employees and funded retirees will not increase in 2026.  Basic Dental plan premiums will remain unchanged, but premiums for Dental Plus will increase in 2026. 

It is a dental year! Employees wishing to enroll in or make changes to dental plans must do so this year. If not, the next opportunity to make changes will be in Open Enrollment in October 2027. 

New Pharmacy Benefit Manager: The State Health Plan will transition to CVS Caremark from Express Scripts. Plan subscribers will receive new prescription benefit ID cards prior to December 31. More information is available on the PBM transition webpage

Reduced MoneyPlus FSA Fees: Administrative fees for MoneyPlus flexible spending accounts will decrease to $1.10 per account per month. 

No HSA Fees: Health Savings Account participants will no longer pay a monthly administrative fee. 

Increase Optional Life Coverage Without Medical Evidence: Individuals can increase their Optional Life insurance coverage by up to $50,000 without submission of medical evidence. Medical evidence is required to begin coverage or increase current coverage by more than $50,000. 

Prepare for Enrollment 

Elections and changes can be made between October 1 and October 31, 2025. An Open Enrollment 2025 webpage will launch next Wednesday with comprehensive information and resources about your options for insurance coverage. 

Prior to open enrollment, eligible employees are encouraged to access PEBA’s MyBenefits portal to review their current insurance coverage. Employees may also access Employee Self-Service to review current payroll deduction amounts.
